Tiger's Paw was originally intended to be the main villain for Tetsuko, since both were inspired by Japanese manga and anime. In the case of Tiger's Paw, the inpiration was very specific: the anime TV series Kyuutei Hanii ("Cutey Honey", a new manga version of which is currently being published by Ironcat). Honey was a super-powered android in the shape of a comely young woman, who used her form- and identity-shifting powers to fight the evil Panther Claw, whose diabolical scheme was... well, to tell you the truth, I have no idea, since even after all these years of being an otaku I still don't understand Japanese very well. (If someone does know, I'd appreciate hearing from you via e-mail.) But I could follow enough to determine that Panther Claw was the "supreme leader", even though she (it?) didn't do much besides stand in a crystal ball thingy and utter portentious-sounding speeches.
It fell to Panther Claw's underling "Sister Jill" to formulate the plans and send the henchmen out to accomplish their goals. Sister Jill used "cannon fodder" henchmen (who dissolved when you killed them) and a monster (whose features usually combined female and feline characteristics into a horrible travesty of both) that possessed some weird power or appendage it would use to fulfill its mission, usually the destruction of Cutey Honey.
I created a new (and, I think, rather novel) "Cause" that my villain "Tiger's Paw" would want to accomplish, in place of whatever Panther Claw wanted. (I can't tell you what it is, though; I want to keep somesurprise in the series!) Morgana deVries is my analogue of "Sister Jill"; Morgana receives her "marching orders" from Tiger's Paw and uses ninja-like henchmen and outré monsters to do the "dirty work". As mentioned above, these characters were intended to be Tetsuko's main baddies. When I began casting about for a "chief nemesis" for Satin Steele, however, I came to the conclusion that Tiger's Paw would be a greater challenge for the (relatively) normal strength Satin than for the Hulk-level power of Tetsuko.
